AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democracy just over a week before the country’s general election.
Testing Reveals Repeated Partiality in AI Suggestions
The four chatbots evaluated by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a analysis released ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these political entities, the report pointed out.
Official Warns Against Relying on AI Assistants for Voting Guidance
The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she added.
“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the Freedom party.
The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have ruled out an alliance with the Freedom party, implying the runner-up party is highly probable to provide the next prime minister.
Unintentional Bias Linked to Chatbot Functioning
The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
