The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the harsh reality of the current period. By day, political struggles are waged: positive announcements are delivered from various governments. Considerable effort is expended on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from across the border, a capability provided through current data. From vantage locations, military aircraft that had been scrambled to engage hostile aerial threats roared overhead – modern combat jets provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: perhaps the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Following this, a heavy machine gun engaged a drone in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv greeted the morning news: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.

Ineffective Peace Efforts

The 28-point plan from Washington sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This pattern will, certainly, persist.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unfeasible to force Russia to abandon the areas that it presently holds in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through words or deeds, from believing that the situation will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but averting a total frontline collapse until situations evolve in its favour.

Current Realities

Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are driving the talks.

Assessment and Future

It took a mere seven days to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
